Trinidad and Tobago - December 2024

Government declares state of emergency amidst spikes in violence

Following a surge in violence, including over five murders committed in 48 hours, the government has declared a three-month national state of emergency effective from 30 December until 30 March. The country has recorded 623 murders in 2024, the highest in history, most of which are tied to organized crime. The emergency powers announced on 30 December are set to increase the number of police and army staff in the streets and provide security forces in the country with expanded powers to detain suspects believed to be involved in crimes and conduct property searches without warrants. Prime Minister Keith Rowley’s office has, however, made clear that no curfew will be imposed. While some citizens welcomed the move, experts argue it will not address the country’s root causes of violence, such as the drug trade and illegal arms trafficking. Civil society groups have also raised concerns about the measure, citing the risk of potential racial profiling and the criminalization of poorer communities.
