Russia’s war of choice has wrought enormous infrastructural and human damage across Ukraine. The international community broadly accepts the necessity of providing significant financial and technical assistance for reconstruction in Ukraine, but equally vital is the provision of concomitant support for Ukraine’s work to preserve and reconstruct its democracy and democratic institutions on its own terms.

This report studies the intersection between digital campaigning in elections, and political finance and its regulation in the Asia and the Pacific region. In so doing, it connects the digital disruption with an existential threat to democracies across the world―money in politics. Political finance poses the danger of not only ‘policy capture’ but also, in worse scenarios, state capture by monied interests. 

On 17 August 2019, four months after President Omar al-Bashir was ousted, the revolutionary protest movement Forces for Freedom and Change and the Transitional Military Council signed a constitutional document to ferry Sudan through a transitional period to a civilian-led, democratic order. The signing of the Draft Constitutional Charter for the 2019 Transitional Period (the 2019 Constitutional Declaration) was met with jubilation on the streets and around the world.

More than one year after the Myanmar military staged an attempted coup d'état, democracy defenders both inside and outside of Myanmar remain committed to restoring legitimately elected leaders and returning the country to the path to federalism.

When looking at data on democratic performance over time, one might see the Middle East and North Africa region (MENA) as the least democratic in the world. Considering the 20 countries it is composed of, 7 of them have never experienced a change in regime type and can therefore be considered as the most enduring authoritarian regimes on a global scale.
