Substate constitutions serve similar purposes as central-state constitutions.
They define the system of governance of the substate entity, outline its institutions and define the responsibilities of those institutions. They also explain the separation of powers between substate institutions, and may codify citizens’ rights vis-à-vis the substate entity.
Attempts to amend the 1987 Constitution of the Republic of the Philippines is nothing new. Previous administrations have pushed for opening up the constitution in reference to varying political reasons, but have not been successful. This time around, however, the reason of opening up the constitution for review is centered on a campaign promise by President Rodrigo Duterte to adopt federalism.
In its Policy Paper No. 14 entitled “Risk Management in Elections”, International IDEA proposed six key recommendations for standardizing risk management in elections.

International IDEA participated along with electoral justice authorities of several countries, the UNDP, the OAS and IFES in a meeting of the founding members of the World Network of Electoral Justice in Mexico on 9 May 2017. The Network, which will be formally launched in November 2017, will be a platform for dialogue and knowledge sharing among electoral justice organs around the world, with the aim of strengthening electoral justice and the protection of electoral and political rights of citizens.

In April 2017, International IDEA initiated a one-year project to organize dialogue sessions between leading Yemeni actors in an effort to bridge the divide on the country’s future system of government. The project, “Support to the Yemeni Peace Process—Constitutional Dialogues”, is being organized in cooperation with the United Nations Office of the Special Envoy of the Secretary General for Yemen (UNOSESGY), which is leading the formal peace negotiations.
The efforts of Paraguayan President Horacio Cartes to reform the Constitution, to authorize immediate re-election so that he could aspire to a second consecutive term, have recently provoked a serious political crisis that has yet to subside completely, despite the recent announcement (last April 17), express and in writing, in which Cartes stated that he will not be a presidential candidate for the 2018-2023 term.
