La pandemia de COVID-19 amenaza algo más que la vida y el sustento de pueblos de todo el mundo. Es también una crisis política que amenaza el futuro de la democracia liberal.
Los regímenes autoritarios, y no es sorprendente, están usando la crisis para silenciar a sus críticos y endurecer su control político. Por otro lado, algunos gobiernos democráticamente electos vienen combatiendo la pandemia concentrando poderes de emergencia que restringen los derechos humanos y reforzando el Estado de vigilancia sin consideración alguna por las restricciones legales, la supervisión parlamentaria o los marcos temporales para la restauración del orden constitucional. Los parlamentos vienen siendo dejados de lado, los periodistas están siendo arrestados y acosados, las minorías están siendo convertidas en chivos expiatorios y los sectores más vulnerables de la población enfrentan nuevos y alarmantes peligros a medida que el cierre de emergencia de la economía asola por doquier el tejido mismo de las sociedades.
La represión no ayudará a controlar la pandemia. Acallar la libertad de expresión, encarcelar a los disidentes pacíficos, suprimir la supervisión parlamentaria y posponer las elecciones indefinidamente no harán nada por proteger la salud pública. Muy por el contrario, estos ataques a la libertad, la transparencia y la democracia harán que para las sociedades resulte más difícil responder rápida y eficazmente a la crisis mediante la acción tanto gubernamental como cívica.
No es ninguna coincidencia que la actual pandemia haya estallado en un país en donde el libre flujo de información está sofocado y en donde el gobierno castigó a quienes advirtieron del peligro del virus: advertencias consideradas como rumores dañinos para el prestigio del Estado. Los resultados pueden ser letales cuando se acallan las voces de los ciudadanos responsables, no solo para el país sino para todo el mundo.
La democracia no es solo un ideal valioso. Ella es el sistema de gobierno más idóneo con que enfrentar una crisis de la magnitud y la complejidad de la COVID-19. A diferencia de lo que sostienen las declaraciones interesadas de la propaganda autoritaria, los flujos creíbles y libres de información, el debate en torno a las opciones de política con base en los hechos, la autoorganización voluntaria de la sociedad civil y la libre interacción entre el gobierno y la sociedad son todos activos vitales con los cuales luchar contra la pandemia. Y son todos elementos claves de la democracia liberal.
Es solo a través de la democracia que las sociedades pueden construir la confianza mutua que les permite perseverar en una crisis, conservar la resiliencia nacional ante la adversidad, sanar las profundas divisiones sociales mediante la participación inclusiva y el diálogo, y conservar la confianza en que los sacrificios serán compartidos y que los derechos de todos los ciudadanos serán respetados.
Es solo a través de la democracia que la sociedad civil independiente, mujeres y jóvenes inclusive, puede empoderarse para que se asocie con las instituciones públicas y asista en el suministro de servicios, ayude a mantener a la ciudadanía informada e involucrada, y apuntale el estado de ánimo social y una idea de objetivo común.
Es solo a través de la democracia que los medios de comunicación libres pueden desempeñar su papel de informar a la gente para que puedan tomar decisiones personales y familiares sólidas, escrutar a las instituciones gubernamentales y públicas, y contrapesar la desinformación que busca dividir a las sociedades.
Es solo a través de la democracia que una sociedad puede alcanzar un equilibrio sostenible entre necesidades y prioridades rivales: entre luchar contra la propagación del virus y la protección de la seguridad económica, y entre la implementación de una respuesta eficaz a la crisis y la protección de los derechos cívicos y políticos del pueblo, en conformidad con las normas y garantías constitucionales.
Es solo en las democracias que el estado de derecho puede proteger las libertades individuales de la intrusión y las restricciones impuestas por el Estado y que van bastante más allá de lo necesario para la contención de una pandemia.
Es solo en las democracias que los sistemas de rendición de cuentas públicas pueden monitorear y limitar los poderes de emergencia del gobierno, y ponerles fin cuando ya no se les necesita.
Es solo en las democracias que podemos creer en los datos gubernamentales acerca del ámbito de la pandemia y su impacto sobre la salud.
La democracia no garantiza un liderazgo competente y una gobernanza eficaz. Si bien las democracias predominan entre los países que han actuado con mayor eficacia para contener al virus, otras actuaron deficientemente en su respuesta a la pandemia y han pagado un precio muy alto en vidas humanas y seguridad económica. Las democracias que tienen un desempeño deficiente debilitan aún más a la sociedad y crean vías de entrada para los regímenes autoritarios.
Sin embargo, la mayor fortaleza de la democracia es su capacidad para corregirse a sí misma. La crisis de la COVID-19 es una alarmante llamada de atención, una advertencia urgente de que las libertades que valoramos se encuentran en riesgo y que no debemos darlas por sentado. Es a través de la democracia que los ciudadanos y sus líderes electos pueden aprender y crecer. Nunca fue más importante hacerlo.
La pandemia actual constituye un reto global sin precedentes a la democracia. Los regímenes autoritarios de todo el mundo ven en la crisis de la COVID-19 un nuevo campo de batalla político, en su lucha por estigmatizar la democracia como débil y revertir su avance en las últimas décadas. La democracia se encuentra amenazada y quienes se preocupan por ella deben acopiar la voluntad, la disciplina y la solidaridad necesarias para defenderla. Están en juego la libertad, la salud y la dignidad de los pueblos en todas partes.
