Sri Lanka
The State of Democracy assessment in Sri Lanka was part of the region-wide State of Democracy in South Asia report, the only regional report to date produced with the cooperation of experts from India, Nepal, Pakistan, Sri Lanka and Bangladesh. The assessment was led by Professor Jayadeva Uyangoda, head of the Department of Political Science and Public Policy at the University of Colombo. International IDEA's Assessment Framework methodology was slightly modified to fit the country context and to include cross-section surveys, dialogues with political activists, case studies and qualitative assessments.
The State of Democracy in South Asia project sought to locate democracy in the context of that region in order to discover what South Asians think about democracy and how they have adapted its processes and principles. The Sri Lankan assessment showed that the country should be well on the road to deepening democracy, given its better record of human development than other countries in the region and long tradition of political activism. However, two decades of ethnic conflict have posed big challenges to democracy in the country.
