Foreign Information, Manipulation & Interference (FIMI)

Foreign Information Manipulation & Interference (FIMI) poses significant security threats to the integrity of online political information, jeopardizing public trust in democratic institutions and electoral processes. Foreign actors menace the social cohesion and security of democracies by using harmful tactics, techniques and procedures (TTPs), ranging from hacking to spreading manipulative and polarizing narratives online. These tactics threaten the fabric of democracy and social community by boosting fringe, radical illiberal political forces.

As part of this work, in 2024, International IDEA initiated a project with the support of Global Affairs Canada to mitigate disruptive effects of FIMI in elections. The project aims to support resilient and gender-sensitive democratic societies that can effectively counter FIMI during electoral periods. Specifically, it will collaborate with civil society organizations (CSOs) to enhance their analytical skills, including gender-sensitive analysis, and their capacity to influence the behavior and practices of other stakeholders.
