In 2023 we will find outstanding advances in the election of women in Latin America, but at the same time, effective equality continues to be a goal that seems distant and with complex challenges.
The commemoration of 2024 International Women's Day will be a contentious moment in many Latin American and Caribbean countries. Despite decades of significant advances, and in no doubt, also blockades and challenges for gender equality and women's empowerment in the region, today, there is greater danger for backsliding and backlash.
What does it mean to talk about risks in the electoral context? At what point does a risk become a threat? How can we prevent that threat from turning into a crisis that jeopardizes electoral integrity and democracy as a whole? These questions were addressed during the visit of International IDEA’s expert Sead Alihodzic to Panama City between 16 to 20 January 2024.

El Foro Global América Latina y el Caribe 2023, realizado los días 21 y 22 de septiembre en Nueva York, tuvo como conferencista magistral al Premio Noble de Economía Joseph Stiglitz, quien resaltó la necesidad de escuchar a las nuevas voces latinoamericanas a la hora de reescribir las nuevas reglas y marcos de la globalización.
2023 will be complex and challenging for Latin America. The region will face an unfavourable international context in which it is expected, according to the IMF, that there will be a simultaneous slowdown of the three leading economies (United States, China, and the European Union), whose effect will be weak global economic growth of 2.7%, which could even fall below 2% according to its Director Kristalina Georgieva. A third of the global economy is forecast to be in recession this year.
The challenges faced by electoral administrators in holding Haiti’s 2010 elections were extreme. Even before the country was confronted with the effects of the compound disasters addressed in this case study, it was dealing
with long-term societal and institutional problems that severely impeded electoral administration.
The Electoral Tribunal of Panama (ET) launched on 23 March 2022, the General Elections Plan (PLAGEL), by its acronym in Spanish, where International IDEA will provide international technical assistance.

From 7 September to 9 September, International IDEA facilitated and organized a horizontal cooperation mission between the Electoral Tribunal of Panama (TE) and the Supreme Elections Tribunal (TSE) of Costa Rica to explore possibilities to provide technical support to the TSE in preparation for the February 2022 national elections in Costa Rica in the area of monitoring political campaigns on social media, dissemination of fake news, disinformation and divisive and polarizing speech.

Significant progress has been made in democratizing politics and governance in Haiti during the past two decades. Several challenges however, including extreme poverty, wide economic inequalities, weak democratic institutions and a polarized political landscape remain. Opposition political parties and citizens often express their frustrations through protests, which regularly degenerate into violence.
International IDEA Haiti’s office organized a training day on 4 July 2018 for consultants from various political parties represented in parliament to draft their strategic plan.
