This publication’s richness lies in its having been prepared with the participation of civic leaders, public officials and managers of social programs in the Huancavelica region in Peru, in an individual and collective effort to improve these programs and ensure that they meet their goals.

Civic leaders gathered testimonials from direct beneficiaries of the social programs, systematically documenting problems and developing proposals for enhancements with which the beneficiaries would also agree.

Public officials and managers of social programs determined that one key issue in such programs is that they are often isolated from one another and mainly assessed based on how they spend their budgeted funds, rather than outcomes.

Participants emphasize the importance of efficient management, proposing a series of public policies as frameworks for action and means of ensuring the complementarity of social programs.
