This discussion paper is a result of the work performed at the Democracy in South Asia Outlook Forum in Colombo, Sri Lanka, on 28–30 November 2024, convened by International IDEA and the Centre for Policy Alternatives (CPA). The forum brought together a multidisciplinary group of experts from Bangladesh, Bhutan, India, the Maldives, Nepal, Pakistan and Sri Lanka. Using strategic foresight methods, this group collaboratively engaged in a sense-making exercise to better understand how current and emerging factors might create unexpected pathways for how democracy, societies and polities develop in the region.

The paper will be of interest to policymakers, democracy practitioners, international development professionals, and anyone with an interest in the future of democracy in South Asia.
