Supporting The Libyan House of Representatives
Supporting Libya’s House of Representatives. Signing MoU.
“Supporting Libya’s House of Representatives” is a three-years, EU funded project, aiming to support the Secretariat General (Diwan) of the Libyan House of Representatives (HoR) on organizational management, capacity development, and inter-parliamentary collaboration and connections.
The project’s objectives will be achieved by reinforcing:
- Research Capacity of the Diwan;
- Capacity of the Diwan’s organization, management, and administration functions;
- Capacity of Diwan staff to support the HoR’s Legislative and Oversight functions;
- Capacity of Diwan staff to support the HoR’s representation and citizen engagement functions;
- Diwan collaboration with other parliaments for the purposes of capacity development and knowledge-sharing.
International IDEA is achieving this through training sessions and technical advice to reinforce Diwan’s internal functioning and its capacity to support HoR’s functions. Study visits and peer-to-peer sessions are planned to bring the senior staff of the Diwan together with counterparts in other Parliaments.
By achieving the above objectives, the Diwan will become better equipped to help strengthen the effectiveness of the HoR, and in turn help improve the accountability of democratic institutions in Libya.
The proposed Project’s objectives are in line with the following targets of the Sustainable Development Goals (‘SDGs’):
- SDG 16.6: Develop effective, accountable, and transparent institutions at all levels;
- SDG 16.7: Ensure responsive, inclusive, participatory, and representative decision-making at all levels.
