The "Support to Consolidation of Democracy in Mozambique" programme was developed to provide support during and after the 2018 municipal and 2019 general elections in Mozambique, which presented an opportunity to consolidate democratic institutions and processes. 

The programme provided support through four actions – (i) domestic observation, (ii) civic/voter education, (iii) electoral legislation reform, and (iv) capacity building of newly elected representatives and their institutions/bodies. By combining these actions, the programme aims to strengthen democratic institutions and improving the legal framework for elections.
