Marcelo, a political scientist by training, has extensive experience managing cooperation projects for international democracy and human rights organizations. Former Costa Rican Ambassador to Turkey and former Deputy Permanent Representative to the United Nations and other international organizations in Geneva. Marcelo manages IDEA’s Permanent Cooperation Programme to the Electoral Tribunal of Panama on electoral reform, institutional strengthening and strategic communications.
