According to an Electoral Registry official, open source software is not used in the electoral process. They were working with the Technological Institute of Costa Rica under a Cooperation Agreement to develop an automated voter registry for use at polling stations, utilizing open source software, but they did not develop a concrete product. One subsidiary of the Supreme Electoral Tribunal, the Instituto de Formación y Estudios en Democracia (IFED), has been working with the University of Costa Rica on the Electoral Atlas, an online research portal built with an open source approach.
