If the EMB uses technology to collect voter registration data, is biometric data captured and used during registration?

"Voter registration is passive and the PEA oversees and manages the electoral register, which is based on the voter’s registered residence and other data from various state institutions.16 Voters who opt for postal voting must actively register. Voters can verify their records online or in-person and request changes throughout the year, but no later than 45 days before election day, by applying to the respective mayors’ offices. According to the PEA, approximately 18,800,000 voters are currently included in the register." (page 5).
