The amendment (2023/267 on 13.09.2023) made to the Election Rules, removed the wordings "owing to his temporary absence from Gibraltar" from the Article 34, which is about postal voting (see the Source section). This may indicate that the previous requirement to be absent from the island temporarily has been removed, and voters who stay longer abroad can use postal voting.

Postal voters.

34. (1) Notwithstanding any other provision of these Rules, an elector may after the publication of the prescribed notice apply to the returning officer to be registered in the list of postal voters.

 (2) An elector whose application for registration is granted by the returning officer shall be entitled to vote by post in accordance with the provisions of the Postal Voting (Procedure) Rules.

Receipt of Postal Votes in London Office.

10.(1) Where the address to which the ballot paper is to be sent is outside Gibraltar, one of the two covering envelopes shall bear the address of the Gibraltar Government London Office and the other the address of the returning officer in Gibraltar to offer the postal voter a choice for the return of his postal ballot paper.
