31. What are the provisions on 'ear marking' direct public funding to political parties (how it should be used)?

26.3.Намд олгох жил бүрийн төрийн санхүүжилтийн дараах хувийг доор дурдсан зориулалтаар зарцуулна:
26.3.1.төрийн санхүүжилтийн 20-оос доошгүй хувийг эмэгтэй, ахмад, залуу, хөгжлийн бэрхшээлтэй иргэд зэрэг нийгмийн бүлгүүдийн улс төрийн оролцоог дэмжих, сургаж бэлтгэх;
26.3.2.төрийн санхүүжилтийн 15-аас доошгүй хувийг намын гишүүдийн болон иргэдийн улс төрийн боловсролыг дээшлүүлэх, ардчилал, хүний эрхийн үнэт зүйлийг нийтэд таниулах;
26.3.3.төрийн санхүүжилтийн 15-аас доошгүй хувийг намын хөтөлбөр, бодлого боловсруулахад чиглэсэн судалгаа хийх, төсөл, хөтөлбөр хэрэгжүүлэх, намын дотоод ардчиллыг хөгжүүлэх.
26.4.Энэ хуулийн 26.3.1, 26.3.2, 26.3.3-т заасан зорилтот санхүүжилт тус бүрийн гуравны нэгээс доошгүйг намын бодлогын судалгааны байгууллагын үйл ажиллагаанд зарцуулна

Law on Political Party 26.3. The public funding provided to a party annually shall be used for the following purposes in the following percentage:

26.3.1. no less than 20 percent of the public funding dedicated to supporting political participation and capacity building of social groups such as women, elders, youth and persons with disability;

26.3.2. no less than 15 percent of the public funding dedicated for improving the political education of party members and citizens, and promoting the values of democracy and human rights to the public; and

26.3.3. no less than 15 percent of the public funding dedicated to research to develop party platform and policy, to implementation of projects and programs and to the development of internal democracy of the party.

26.4. No less than one third of the targeted funding specified in Articles 26.3.1, 26.3.2 and 26.3.3 of this law respectively shall be spent on financing the activities of the policy research organization of the party.
