54. Must reports from political parties and/or candidates include information on itemized spending?

Artículo 130. Obligaciones para precandidatos y candidatos en el manejo de los recursos que reciban para su campaña. Las personas que aspiren a postularse a cargos de elección popular, sea por un partido político o por libre postulación, tienen las siguientes obligaciones en el manejo de los recursos privados que reciban o aporten para su campaña:
(...) 5. Llevar un registro de las contribuciones privadas con indicación expresa del nombre, número de cédula de identidad personal o registro único de contribuyente (RUC) en el caso de personas jurídicas; y monto, número de celular y correo electrónico del donante. Lo mismo aplica a los gastos en que incurra, y para lo cual deberá identifi car a la persona que reciba cada gasto y su concepto. En caso de eventos masivos, se registrará la fecha, tipo de actividad, personas naturales responsables, método de recaudación y montos. A estos efectos, debe utilizar los formularios de ingresos y gastos, según el caso, que suministre el Tribunal Electoral, respaldados con sus recibos para ambos casos. Los formularios serán entregados de manera gratuita, en tanto que las libretas de recibos y los formularios de registro de ingresos y gastos para la campaña, se proveerán a precio de costo.

Article 130:
Obligations for pre-candidates and candidates in the management of the resources they receive for their campaign. Persons who aspire to run for elected office, whether by a political party or by free nomination, have the following obligations in the management of the private resources they receive or contribute to their campaign:
(...) 5. To keep a record of private contributions with express indication of the name, personal identity card number or unique taxpayer registry (RUC) in the case of legal persons; and amount, cell phone number and e-mail of the donor. The same applies to the expenses incurred, and for which the person receiving each expense and its concept must be identified. In the case of massive events, the date, type of activity, responsible individuals, method of collection and amounts shall be recorded. For these purposes, the income and expense forms, as the case may be, provided by the Electoral Tribunal, supported by receipts for both cases, shall be used. The forms shall be provided free of charge, while the receipt books and the income and expense registration forms for the campaign shall be provided at cost price.
