27. Are there provisions requiring donations to go through the banking system?

Elections Campaign Finance Act Section 2
“expenditure account” means a bank account opened by a candidate, a political party or a referendum committee for purposes of depositing contributions received by that candidate, political party or referendum committee during an election period or a referendum campaign period as the case may be."

The ECF Act requires campaign expenditure accounts to be opened in banks for purposes of receiving campaign contributions.
Additionally, Sections 7, 8, and 9 of the ECF Act require party, candidate, and referendum committees to set up expenditure accounts which will receive donations and pay off expenditures.
