31. What are the provisions on 'ear marking' direct public funding to political parties (how it should be used)?

Article 20.4 of the Law on Political Organizations, 2022:
20 straipsnis. Valstybės biudžeto asignavimai politinėms partijoms
4. Valstybės biudžeto asignavimai politinėms partijoms gali būti naudojami tik:
1) politinei kampanijai finansuoti;
2) rinkimų užstatui sumokėti;
3) ilgalaikiam ir trumpalaikiam turtui įsigyti;
4) atsiskaityti su darbuotojais;
5) mokesčiams ir kitoms įmokoms į valstybės biudžetą, privalomojo valstybinio socialinio draudimo ir privalomojo sveikatos draudimo įmokoms mokėti;
6) paslaugų teikimo išlaidoms apmokėti;
7) politinės partijos politinės kampanijos skoloms apmokėti;
8) politinės partijos paimtoms paskoloms, skirtoms šios dalies 3, 4, 5 ir 6 punktuose nurodytoms išlaidoms, apmokėti;
9) analitinio centro savininko įnašams apmokėti ir analitinio centro veiklai finansuoti.

"Article 20.4: State budget appropriations for political parties can only be used for:
1) to finance a political campaign;
2) to pay the election deposit;
3) for the acquisition of long-term and short-term assets;
4) settle accounts with employees;
5) to pay taxes and other contributions to the state budget, compulsory state social insurance and compulsory health insurance contributions;
6) to pay the costs of providing services;
7) to pay political party political campaign debts;
8) to pay the loans taken by the political party for the expenses specified in points 3, 4, 5 and 6 of this part;
9) to pay the contributions of the owner of the analytical center and to finance the activities of the analytical center."
