30. What is the allocation calculation for political parties to receive public funding?

Article 21.5 of the Law on Political Organizations
21 straipsnis. Valstybės biudžeto asignavimų politinių partijų veiklai finansuoti dydžio apskaičiavimo, jų paskirstymo ir mokėjimo tvarka
5. Valstybės biudžeto asignavimų politinių partijų veiklai finansuoti dydis, skiriamas politinei partijai, nustatomas šia tvarka:
1) sumuojant tik rinkėjų balsus, paduotus už tų politinių partijų, kurioms pagal šio straipsnio 2 dalį gali būti skiriami valstybės biudžeto asignavimai politinių partijų veiklai finansuoti, kandidatus, nustatomas visų balsų skaičius;
2) vieno rinkėjo balso pusės metų finansinis koeficientas nustatomas pusę valstybės biudžeto asignavimų, skirtų politinės partijos veiklai finansuoti, dalijant iš visų rinkėjų balsų skaičiaus;
3) politinei partijai skiriami pusmečio valstybės biudžeto asignavimai politinių partijų veiklai finansuoti nustatomi vieno rinkėjo balso pusės metų finansinį koeficientą dauginant iš rinkėjų, padavusių balsus už šios politinės partijos kandidatus, balsų skaičiaus;
4) jeigu vienmandatėje rinkimų apygardoje politinės partijos keltas kandidatas arba kandidatų sąrašas buvo pripažintas šiurkščiai pažeidusiu Rinkimų kodekso reikalavimus, už tą kandidatą vienmandatėje rinkimų apygardoje ar tą kandidatų sąrašą paduoti rinkėjų balsai skirstant valstybės biudžeto asignavimus neskaičiuojami.

"Article 21.5: The amount of state budget allocations for financing the activities of political parties allocated to a political party is determined in the following order:
1) by adding up only the voters' votes cast for the candidates of those political parties to which state budget allocations for financing the activities of political parties may be allocated in accordance with paragraph 2 of this article [which received not less than 2 per cent of all the votes cast by the voters for the candidates of the political parties in those elections to the Seimas, municipal councils, the European Parliament], the number of all votes is determined;

2) the financial coefficient of one voter's vote for half a year is determined by dividing half of the state budget allocations intended to finance the activities of the political party by the total number of voter votes;

3) half-yearly state budget allocations to a political party to finance the activities of political parties are determined by multiplying the half-year financial coefficient of one voter's vote by the number of votes of voters who cast votes for the candidates of this political party;

4) if a candidate or a list of candidates nominated by a political party in a single-mandate electoral district was found to have grossly violated the requirements of the Election Code, the votes cast for that candidate in a single-mandate electoral district or that list of candidates are not counted when distributing state budget allocations."
