Art. 45. The Chamber of Deputies is composed of representatives of the people, elected, by the proportional system, in each state, in each territory and in the Federal District.

§ 1 The total number of deputies, as well as the representation by state and by the Federal District, will be established by complementary law, in proportion to the population, making the necessary adjustments, in the year before the elections, so that none of those units of the Federation have less than eight or more than seventy deputies.
