Article 22. The National Electoral Commission determines the outcome of the elections for the President of the Republic. A candidate who has received the majority of valid votes is elected President of the Republic.

Article 23. If no candidate has received the majority of votes, the vote shall be repeated among the candidates who have received the most votes. If several candidates have received the same highest number of votes, or if two, or more candidates have received the same second highest number of votes, the selection of candidates for re-voting is determined by lot. On the ballot, candidates are listed in order of the number of votes received in the first ballot. If the number of votes obtained is the same, the order shall be determined by lot.
