“The tabulation process was assessed positively in 69 of the 74 Local Election Offices (LEOs) observed. While tabulation procedures were generally followed, some problems with the data entry and reconciliation of election results were reported by IEOM observers. In almost half of LEOs, one or more PSCs were needed to correct their results protocols. IEOM observers reported problems with the transparency of the tabulation process; in 12 cases, not everybody present had a clear view of the process, and in 6 LEOs, IEOM observers were restricted in their observations, as at times they were not provided access to the data entry room or given required information. The NEO started posting on its website detailed preliminary election results by polling station in the evening of election day.”
