38. Is there a ban on vote buying?

There is regulation related to freedom of voting and the possible nullification of an election if that does not comply. However, those are general principles and not an explicit regulation about vote buying. Also, the mention of the  Supreme Tribunal decision does not imply,anything about allowing vote buying but rather establishing if one campaign practice (handing of cards) constituted or not vote-buying. That is an issue not only in debate in Venezuela (Mexico is an example as well). It was not possible to analyze the decision since there is not a decision with those characteristics issued on June 13th 2008 in the Tribunal website. Moreover, the decision Nº 53 is not available for downloading and seems to refer to another issue. With all that into account, "no data" has been chosen for this question.
