Source: art. 152, the Electoral Code of Ukraine, 2019: "A candidate's personal election fund shall be formed at the expense of the candidate, the party, and the voluntary contributions of persons who, in accordance with the Law "On Political Parties in Ukraine", have the right to contribute support to the party. Voluntary contributions shall be made exclusively in cash."

"Виборчий фонд кандидата формується за рахунок власних коштів кандидата, власних коштів партії, до виборчого списку якої він включений, та добровільних внесків осіб, які відповідно до Закону України "Про політичні партії в Україні" мають право здійснювати внески на підтримку партій. Добровільні внески здійснюються виключно у грошовій формі."

Comment

Generally, all donations and financial transactions are to be made through PP. The exceptions are minor: the electoral fund of the self-nominated candidate to the Presiden of Ukraine and electoral funds of self-nominated deputies to local councils of villages or small towns. 

The Law allows only cash donations to candidates in these two categories during the elections period. A candidate may take a loan and transfer the received cash to its election fund. The limitations may be prescribed only by a loan agreement.
