6.127 Due to the large number of seats and candidates for the ECC in a LegCo general election, the Optical Mark Recognition System will be used for automatic counting of the votes as per the arrangements of the EC subsector ordinary elections. In case the system fails to operate normally, the counting staff will activate the contingency plan and input the votes on each ballot paper manually into an independent computer system. Counting staff will work in pairs and perform “double entry” to ensure data accuracy. On the other hand, manual counting is usually adopted in ECC by-elections. “After the close of the poll, ballot boxes of the Election Committee Constituency (ECC) and Functional Constituency (FC) will be delivered to the central counting station (CCS) on 3/F of the HKCEC. Vote counting for the ECC will be conducted in an automated mode with the aid of the OMR machines, while the FC votes will be counted manually. Vote counting for the Geographical Constituency (GC) will be conducted manually after sorting by GCs at the ballot paper sorting station and then delivered to the respective main counting stations for mixing with other ballot papers.”
