"The OAS/EOM continuously monitored the operation of the systems comprising the Computerized Counting and Results System (SIER by its acronym in Spanish), including tally sheet repositories, from the CNE’s premises. Processing of tally sheets began at 5:46 p.m. Once the polling stations closed, citizens had access to the electoral results through the CNE App and the official website of the electoral authority. However, when results began to be published, the institutional web portal hosted on Microsoft Azure (elecciones2025.cne.gob.ec) experienced high demand, causing intermittent service. Therefore, the CNE made an alternative results site hosted on AWS5 (elecciones.cne.gob.ec) available. Access to the publication of results gradually improved until it fully stabilized around 10:00 p.m. The Mission did not observe any performance disruptions in the consultation channels via CNE App and Telegram, nor in tally sheet repositories made available for political organizations. The Mission acknowledges the efforts made by the CNE to offer multiple channels for publishing election results.
At 10:30 p.m., the CNE president, Diana Atamaint6 , reported that ten provinces (Pichincha, Guayas, Santo Domingo Tsáchilas, Cañar, Bolívar, Los Ríos, Santa Elena, Cotopaxi, Orellana, and El Oro) had already processed more than 50% of the tally sheets corresponding to the presidential ticket. On the other hand, the provinces of Napo, Sucumbíos, Morona Santiago, Pastaza, and Zamora Chinchipe reported a processing rate over 20% due to the distance from the digitization centers. In the remaining provinces, processing surpassed 35%. The CNE also reported that if results followed that trend, Ecuadorian citizens would go to the polls on April 13 for the presidential runoff election." (page 4).
