“El voto electrónico es una tecnología reciente en Panamá. Se usó por primera vez en el año 2011 para elegir a caciques de la comarca Ngobe Buglé con la participación de 84 electores con poca o inexistente expertis tecnológica. Además, ha sido usado en elecciones de corregimiento, colegios y juntas directivas de diversas asociaciones gremiales y religiosas en Panamá. En las elecciones del 5 de mayo, el TE implementará el voto electrónico en el circuito electoral 8-8. Este circuito comprende los corregimientos de Don Bosco, Juan Díaz, Parque Lefevre, Río Abajo y San Francisco. El Centro de Convenciones ATLAPA será escenario de este proceso: contará con 10 mesas de votación y 5274 electores que votarán por presidente y vicepresidente, cinco personas diputadas de circuito, un alcalde para el distrito y el representante del corregimiento de San Francisco.”

“In accordance with the Electoral Tribunal’s Decree 53, Panamanian citizens who reside abroad can vote to elect the president and vice president if registered in the out-of-country voter registry by April 8, 2019.
The Electoral Tribunal (TE) provided the 7,674 Panamanians registered to vote abroad the option to cast their vote via the internet from April 23-May 2. Then on May 3, the TE Electoral Voting Corporation will print the votes cast via the internet and deposit them in an acrylic ballot box in a public place until May 5. Those unable to cast their vote by May 2 can still vote in person in Panama on May 5.”
It has to be noted that e-voting was available only in one electoral circuit of the capital city involving 10 polling stations and 5274 voters. Internet voting was made avialable only for voters from abroad.
