All citizens who are at least 18 years of age by election day have the right to vote, except those declared incapable by a court decision; a restriction that raised some concern with ODIHR NAM interlocutors. Voters may cast a ballot at any polling station within their registered municipality. Electronic voter lists in polling stations facilitate voter identification and provide an effective safeguard against potential multiple voting, with contingency paper lists available in all polling stations.
