What are the key reasons for or against using open source systems?

The use of open source applications in electoral technologies is not a correct decision because the source code of these applications is available for viewing, studying and editing, making it possible to ensure unacceptable vulnerability and functionality for voters and electoral candidates and also for the Central Electoral Commission.
