What are the key reasons for or against using open source systems?

Open source technologies create security risks for EMBs. Source codes may allow for certain vulnerabilities that may be damaging for EMBs. Secondly, for the support of a large scale operations like elections we require a stable and tested technology. Therefore open source technologies were never considered in Fiji.
