If the EMB uses technology to collect voter registration data, is biometric data captured and used during registration?

Article 10: Period and modalities for updating the voter’s register

Updating the voter’s register is done based on civil registry information provided by public institutions in charge of civil registry and other competent organs.

The voter’s register for direct election is permanent. It is updated at least once a year. However, the voter’s list shall not be updated if there is any election held in a period less than two (2) months from the preceding election.

However, photos of the voters are incorporated in the voter registry extracted from the civil registry.
