Voting shall be conducted in specially designated premises which shall be furnished with sufficient polling booths, writing materials (except for pencils) and specific places for issuing voting papers, and in which ballot boxes shall be set up in such a manner that the voter is obliged to pass through a polling booth in order to reach the ballot boxes and members of the polling station election commission and observes are able to see them.
