If official election results processed by an electronic tabulation system, at which level results are entered into an electronic tabulation system?

Article 169.1.- The President of the Polling Station entrusts three (3) originals directly to the main supervisor of the voting center who physically takes them to the OCI for the necessary follow-up and also by electronic transmission, if possible.

Article 169.2.- The Municipal Electoral Office (BEC) is obliged to use the new information technologies made available to it by the Provisional Electoral Council (CEP) in order to electronically and immediately transfer the counting reports to the CEP for the Tabulation Center pending the plasticizers arrive at their destination.

Article 171.- A "Tabulation Center" is set up within the Electoral Council, intended for the collection and processing of the election results. [...]

After the transmission and inventory of the Tamper Evident Envelopes (TEE), the identity of the counting reports is determined through barcode readers and inventoried on a database. From this point, all procedures foresee the use of an offline electronic platform (i.e. quality control and National ID verification). See Manual of votes tabulation for details. The counting reports transmission system between Municipal Electoral Offices (BEC) and the Tabulation Center foresaw the transmission of their pictures by smartphone.
