Article 1. Not later than six months after its convening, the Saeima shall establish a Central Election Commission as a permanently functioning public institution for the preparation and conducting of the Saeima elections, the European Parliament elections, City Council and Municipality Council elections, as well as a national referendum and initiation of legislation.

Article 2. The Central Election Commission shall consist of nine members who are voters. The Saeima shall elect the Chairperson of the Central Election Commission and seven Commission members, and the Supreme Court, at its plenum, shall elect one Commission member from among the judges.
