Article 3: Establishment: Based on Article 58 of the Constitution, an independent electoral Commission with a legal entity hereinafter referred to as “The Commission” is hereby established by this proclamation.

There were no elections in Eritrea since 1993. Therefore, only legal basis are taken as the source for the data.
