RoLAC is working to enhance free legal aid services in Nigeria

The Rule of Law and Anti-Corruption Programme, funded by the European Union, supported the Legal Aid Council of Nigeria (LACON) in organizing a two-day retreat in Lagos. The retreat aimed to develop a strategic work plan and assess the functionality of LACON offices across the country.

This initiative will aid in implementing long-term measures to enhance operational effectiveness, particularly in data management and reporting. The goal is to improve service delivery by the council.

Speaking at the event, Minister of Justice and Attorney-General of the Federation, Lateef Fagbemi, emphasized on the need for increased financial support to the Legal Aid Council to overcome its persistent funding challenges. “I am not saying that the budget allocation of the Legal Aid Council should be as much as it is in developed countries, but should make it reasonable in the country,” he stated. He also highlighted his commitment to restoring the council to better fulfil its mandate of providing legal services to those earning below the minimum wage.

The Minister acknowledged the crucial role of the Legal Aid Council in strengthening justice administration in Nigeria and promised ongoing efforts to boost its funding. He called upon the lawyers within the council to volunteer for pro bono services, particularly in rural areas, to expand their reach and impact.

Aliyu Abubakar, the Director-General of the Legal Aid Council, revealed that plans are underway to recruit 500 new staff members, a move that has already received a positive nod from the Presidency. “The conditions of service are being looked into, as are some other critical areas,” said Abubakar, appealing for continued government support to ensure the council can adequately serve the nation’s less privileged communities.

Minister Fagbemi reiterated that the Federal Ministry of Budget and Economic Planning is actively exploring ways to enhance budgetary allocations for the Legal Aid Council. He further encouraged the council to work towards building its capacity to adapt to the changing of their view of legal services.

The two-day retreat featured presentations on the Implementation of the New Performance Management System in the Federal Public Service with LACON in Perspective, Leadership and Strategic Planning among others by resource Persons drawn from the Office of the Head of the Civil Service of the Federation and other training institutions.
