Regional Conference: Money in Politics in the Era of Globalization and Digitalization

On July 2-3, 2024, the Republic of Moldova hosted the Regional Conference on Money in Politics 2024, themed "Money in Politics in the Era of Globalization and Digitalization." This significant event brought together over 150 participants from nine countries, including political finance oversight authorities, civil society representatives, political parties, international organizations, and electoral and media experts from the European region.

Conference Overview

The conference, co-organized by the Central Electoral Commission of Moldova, International IDEA, OSCE/ODIHR, the Council of Europe, IFES, NDI, IRI, and WFD, aimed to address the evolving landscape of political financing in the digital age. Over two days, participants engaged in four discussion panels and three workshops, exploring the risks and challenges associated with monitoring and oversight of political actors' financial activities, particularly in online advertising.

Globalization and Digitalization in Political Campaigns

The conference highlighted how globalization and digitization are transforming political campaigns. The increasing role of the internet and social media platforms in political financing and monitoring has introduced both opportunities and challenges. For instance, while digital platforms enable cost-effective campaigning and broader participation, they also facilitate foreign interference and disinformation campaigns. These trends necessitate a reevaluation of existing political finance regulations to maintain transparency and fairness.

The Role of Artificial Intelligence

Artificial intelligence (AI) has become a double-edged sword in political campaigns. On the one hand, AI tools enhance campaign efficiency through data analysis and voter targeting. On the other hand, AI-driven disinformation campaigns pose a significant threat to electoral integrity. The discussions underscored the need for regulatory frameworks that address the ethical use of AI in politics and prevent its misuse.


Online Advertising and Political Finance

Participants delved into the complexities of online advertising in political finance. With its vast reach and relatively low cost, the digital space has become a prime avenue for political messaging. However, it also presents challenges in tracking spending and ensuring compliance with political finance laws. Effective oversight mechanisms are crucial to prevent illicit financing and maintain a level playing field.

Transparency and Accountability

Transparency in political finance was a recurring theme. The digitalization of financial transactions has the potential to enhance transparency, but it also complicates tracking the origins of funds. The conference stressed the importance of robust monitoring systems and international cooperation to ensure accountability and prevent money laundering and other illicit financial activities in politics.

Participants from Armenia, Georgia, Latvia, Lithuania, Moldova, Poland, Portugal, Romania, and Ukraine, along with international experts, discussed effective strategies to combat the challenges posed by digitalization and globalization in political finance. The Regional Conference on Money in Politics 2024 underscored the dynamic and evolving nature of political finance in the digital age.
