Third Capacity Building for the AU Advisory Panel on Democracy and Elections.
The International Institute for Democracy and Electoral Assistance (International IDEA) is partnering with the African Union (AU) on the implementation of this activity, within the framework of its MOU with the African Union Commission (AUC). International IDEA is providing technical and financial support through the EU-funded Strengthening Pan-African Capacities for Electoral Observation and Assistance (SPEC) project.

The African Union (AU) is set to hold the third consultative meeting of the Advisory Panel on Democracy and Elections on November 9- 12, 2024, in Mauritius

This event continues the efforts of the Directorate of Governance and Conflict Prevention within the Department of Political Affairs, Peace and Security (PAPS) to enhance democratic governance across Africa. Since its inception in 2021, the Advisory Panel has convened participants from across Africa, focusing on electoral processes and democratic development. The upcoming meeting aims to evaluate progress made since the previous gatherings and identify challenges in electoral integrity and governance.

The meeting will address several key objectives: participants will assess advancements and obstacles in democracy and electoral processes since the last two meetings. The panel will also discuss strategies for raising funds to support electoral activities, sharing best practices, and building the capacity of African experts in the field. A significant focus will be on the integration of technology in elections. The Advisory Panel will brainstorm on refining the structure and content of the AU Electoral Observation Mission (AUEOM) report, aiming to develop actionable recommendations for future elections.  

In supporting this initiative, International IDEA will contribute to strengthening electoral communities of practise in Africa. The advisory committee’s work with further contribute to improving the AU’s engagement in electoral processes in its Member States.  Participants will include Dr Roba D. Sharamo International IDEA, Regional Director for Africa and West Asia, and stakeholders from the five AU regions, including electoral experts, civil society organizations, and representatives from Regional Economic Communities (RECs). 

Expected outcomes from the meeting include a report detailing the proceedings, policy recommendations on key priorities, and a plan for disseminating lessons learned to stakeholders. The goal is to create a platform for ongoing collaboration and knowledge sharing in electoral processes under AU leadership.
