Temporary Special Measures (TSM) are policy tools designed to address disparities in representation and participation, particularly for underrepresented groups like women.

These measures, including electoral quotas and reserved seats, aim to accelerate equal representation in political, economic, and social spheres. While TSM have proven effective in some countries, their adoption and impact vary widely depending on political, cultural, and institutional contexts.

In the Pacific, countries like Samoa have implemented TSM to address representation gaps, while others continue exploring alternative pathways to inclusivity. In Fiji, significant progress has been made toward gender equality, but the underrepresentation of women in leadership raises the question: Could TSM play a role in fostering more inclusive governance?
