Capacity building workshop with Gabon’s National Assembly
The workshop is organized by the Inter-Parliamentary Union (IPU) and the International Institute for Democracy and Electoral Assistance (International IDEA), with support from the Dutch Ministry of Foreign Affairs as part of Team Europe Democracy (TED).
The workshop aims to enable participants to take ownership of the recommendations of the Inclusive National Dialogue and provide them with the necessary tools in anticipation of the development of a new constitution to which, the Parliament of the Transitional Government will play a major role. As an outcome of the workshop, the participants will be able to develop, review, vote and evaluate appropriate laws to underpin democracy, rule of law and sound electoral practices.
To achieve these objectives, the workshop will focus on:
• Make the main recommendations of the National Dialogue understood and analysed.
• Provide participants with a better understanding of international instruments and good practices in democracy, rule of law and transparency
• Consider different models, based on case studies, of transformation of
recommendations from national consultations into provisions.
• Strengthen the work capacities of members of both chambers.
• Allow members of both chambers to reflect on possible rules of procedure of the constituent assembly.
• Strengthen the knowledge of participants in terms of development, examination, control and evaluation of legislative texts and accountability, using theoretical and practical tools and modern devices.
