Building Capacity to Manage Risk in Elections: Technical Training and Consultations with the Central Election Commission of Ukraine on the Electoral Risk Management Tool
The International Institute for Democracy and Electoral Assistance (International IDEA) is actively collaborating with Ukrainian electoral authorities to assist in the development of strategies for organizing Ukraine's first post-war elections. Among the primary challenges faced by Ukraine's Central Election Commission is the identification and mitigation of potential risks that may emerge in the next post-war elections.
In response to a request from the Central Election Commission of Ukraine, International IDEA will be conducting technical training on the implementation of the election risk management tool (ERM Tool), developed by the Institute. This training will focus on the practical use of the ERM Tool, which is designed to empower actors with immediate responsibilities or specific interests related to ensuring the credibility and peaceful conduct of elections. The ERMTool aims to enhance users' capacities in understanding, analyzing, preventing, and mitigating electoral risks.
The main purpose of the training workshop is to build the technical capacity of designated CEC members and staff to operate the ERM Tool throughout the electoral cycle. At the end of the training, participants will be able to:
- enter and analyze data into the ERMT (disaggregated by gender when relevant);
- understand how to generate situation analysis and risk alerts with recommendations on possible prevention and mitigation actions;
- understand how risk alerts and maps can be generated;
- be able to generate a risk and action register.
