Article3. Any natural or legal person may appeal to theAdministrative Court in the manner prescribed by this Code, if they considerthat administrative acts, actions or inactions of public authorities or localgovernments or their officials:

 

1) have violated or may be directlyviolated his rights and freedoms enshrined in the Constitution, internationaltreaties, laws and other legal acts of the Republic of Armenia have been or maybe violated, including if:

a. created obstacles to the exercise ofthose rights and freedoms,

b. the necessary conditions for theimplementation of these rights, which, should have been provided by theConstitution, international treaties, laws and other legal acts of the Republicof Armenia were not provided.

The Electoral Codeinstructs that appeals against decisions on registration of parties for PRcomponent of parliamentary elections as well as for presidential candidatesshould be submitted according to the Administrative Procedure Code. TheAdministrative Procedure Code, however, does not specify who may appeal to thecourt to dispute election related cases, but rather gives a general definitionof persons who can apply to the Administrative Court.
