Number of tiers

Art 96: (1) Every citizen shall have the right to one vote in a multi-mandate electoral district and one vote in a single mandate electoral district. (2) A citizen may be nominated only in one list and only in one majoritarian electoral district.

Art 114: (1) National Assembly elections under majoritarian and proportional systems shall be conducted with separate ballots.
