After the Constitutional amendment of 2015 no direct elections are held to elect the President. The electoral law was last amended in 2021, but no change has been introduced to external voting regulations. Those who can vote from abroad include diplomatic and military staff abroad and their family members, and also the representatives of corporations registered in Armenia and their family members. Ordinary citizens cannot vote from abroad.

“As of 13 June, there were 2,577,172 registered voters, including a significant number of voters residing abroad who remain on the voter register because they maintain an official residence in Armenia. While all ODIHR EOM interlocutors recognized that a significant number of those included in the voter list are abroad and therefore not in a position to vote [with the exception of diplomatic and military staff abroad and their family, citizens abroad cannot vote], no concerns were expressed with regards to the accuracy of the voter register.”
