Article 82. Voters entered in the register of voting rights of citizens of the Republic of Slovenia who do not have permanent residence in the Republic of Slovenia may vote by post or at the diplomatic or consular mission of the Republic of Slovenia if the country in which they reside allows such voting. agreement. If the voter votes by post, the ballot paper is taken into account if the envelope with the ballot paper is accompanied by a hand-signed ballot paper.
The provisions applicable to voting in the Republic of Slovenia shall apply mutatis mutandis to voting by post abroad and at diplomatic and consular missions of the Republic of Slovenia.

Article 47a. Voting in a referendum at the local level is not subject to the provisions of the National Assembly Elections Act, which refer to voting by post abroad and voting at diplomatic and consular missions of the Republic of Slovenia.
Voters who are abroad on the day of voting, where they temporarily or permanently reside, may vote in a referendum at the state level by post, if they notify the National Electoral Commission no later than fifteen days before the day of voting.
Voters who are temporarily abroad on the day of voting may also vote in a referendum at the state level at the diplomatic or consular mission of the Republic of Slovenia abroad if they notify the National Electoral Commission within the time limit referred to in the previous paragraph.
