If official election results processed by an electronic tabulation system, at which level results are entered into an electronic tabulation system?

At the polling station level, the voting machine counts the votes (tally list). The results are recorded in a media (like a pen drive). This media is then physically transported to a desktop computer with a private link, to transmit the results to a central database. This central database processes the results at the state level, if the disputed positions are president/governor/senator/deputies, or at the municipality level, if the disputed positions are mayor/city counsellors.
