The first experience of the electronic voting in Paraguay took place in the 2001 municipal elections, as the “Electronic Ballot Pilot Test”. The election was binding and covered 7 municipalities. Where it was applied, the turnout increased in comparison with the historic average. A second test took place in 33 electoral districts at the 2003 presidential elections. It was for the 2006 elections that the TSJE decided to implement a mixed voting system (221 districts used electronic ballots; 7 with the traditional method; and the remaining districts used both methods in halves). In 2008, the electronic ballots were abandoned and the traditional method was the only one used. The previous year the TSJE had collaborated in the internal elections of the Paraguayan political parties, and some defeated candidates argued the electronic voting system had been tampered with. Distrust in the system grew stronger and the political parties asked to go back to the manual voting system.
