Pursuant to Section 12 ofResolution No. 9853:
A qualifiedapplicant need only to appear personally at the Office of theElection Officer (OEO), the local COMELEC office.
The applicant's identity and residence will beverified. (Bring a valid IDwith photograph and signature.)
The applicant's status of registration will also beverified.
This may be done using a computer application at theOEO or using the on-line Precinct Finderfacility in this Website.
After a successful verification of the applicant’sidentity, he (or she) shall be given three (3) copies of the application forms to fill up.
A blank Application Form is alsoavailable for download from this Website. This form may be downloaded andprinted. It may be accomplished before proceeding to the OEO to save on time.However, it should only be signed and thumbmarked before the EO.
An online versionof this is also available to help the applicant in accomplishing the form,eliminating the need for writing on the blank form in three (3) copies. Afterproviding the required information once, the accomplished Application Form maybe printed in three (3) copies already.
The applicant's biometricswill then be digitally captured using the Voter Registration Machine (VRM) byan authorized VRM Operator.

It is the policy of the Commission to establisha clean, complete, permanent and updated list of voters through the mandatorytaking of photograph, fingerprints and signature (biometrics) in theregistration process. This is declared in COMELECResolution No. 9853.
For this purpose, when a person comes in toapply for registration, his (or her) biometrics will be captured digitally.This simply means digital images (or pictures) of his (or her) photograph,fingerprints and signature will be taken (or captured) using COMELEC's VoterRegistration Machine (VRM).
The VRM is simply a desktop computer, with adigital camera, fingerprint scanner and signature pad attached to it.Biometrics capture becomes possible with the use of these high-tech equipment,and the Voter Registration System (VRS).
