Article 46. 9 Appeals against thedecisions, actions, or inaction of a territorial electoral commission may befiled with the Central Electoral Commission within three calendar days of the day on which theapplicant learnt or was reasonably obliged to learn about the violation.

 

An application for declaring as invalid thevoting results in an electoral precinct may be filed with the respectiveterritorial electoral commission only on the day following the voting day, from 12.00 to18.00 hours.

The Electoral Codedoes not specify the timing for submitting the complaints against the resultsof elections in the first instance from the day of the announcement of results,but rather argues that the complaint should be lodged on the day following thevoting day. Given that the precinct electoral commissions have to submit theprotocols with the results of elections within 10 hours after the end of thevoting, the 1 day becomes effectively what the question is asking.
